This non-trival patch will allow the user three options in regards to the
'S' value in DER signatures: No enforcement [default], Low 'S' enforcement,
and High 'S' enforcement.

To utilize these options when executing `bitcoind`:

[No Enforcement]: No flag required.  Will use an unaltered 'S' value. [default]
[Low  S]: Use the '-lows' flag to enforce Low 'S' value in DER signatures.
[High S]: Use the '-highs' flag to enforce High 'S' value in DER signatures.

The user may *NOT* use '-lows' and '-highs' together at the same time.

These options must be utilized at start-up time for `bitcoind`.
