   It is with great honor and priviledge that The Bitcoin Foundation embraces
   this opportunity to address the public on the state of current progress,
   obstacles and continuing steps in our mission.

   During the course of October, The Foundation redirected its focus towards
   reviewing, and testing submitted vpatches for the Reference Implementation.
   It was a productive month.

0x01]: Accomplishments

   The main focus of the month was on review and analysis of changes proposed
   by funkenstein_ [R.03] in his original import/dump private key vpatch
   submission [R.04] and the subsequent re-submission of this vpatch which
   contained additional changes [R.05] [R.06].  This work is outlined in the
   following tickets [R.07] [R.08].

   At a minimum, the re-submitted [R.05] [R.06] vpatch needs ``re-grinding'';
   however, upon review and analysis conducted this month, there are several
   minor changes required and then subsequent re-testing before dissemination
   of a final candidate to the Mailing List [R.09].

   Efforts will continue to complete the review, analysis, integration, and
   testing of the import/dump private key vpatch.  Similarly, there are a number
   of submitted vpatches that are awaiting the same attention.  They will be
   reviewed and considered as such.

   October marks the second anniversary of The Bitcoin Foundation!

   The Bitcoin Foundation would like to bestow our sincerest thanks and
