Conclusive demonstration of the root cause behind obscenely slow
block verification on machines equipped with mechanical HDD.
This patch supercedes
http://therealbitcoin.org/ml/btc-dev/2017-February/000254.html .
Each call to ProcessBlock() is timed, and the time (in mSec) is
logged at the conclusion of said call, along with the sub-interval
spent waiting for DB writes.
